James Busby continues to ramble and much of this text is crossed out. The final section sets aside a place for a Consent and Signing. In reviewing all of these rough, preliminary notes written between the 1st and 3rd of February 1840, there is, clearly, no finished draft suitable for handing to Reverend Henry Williams for translation into Maori. It is, yet, the responsibility of the legislators to provide a concise, corrected and easy to read final English draft for the translators to work from.
